Attached is the report, "Uncertain Recovery:  Access and Funding Issues in Public Higher Education," the 2010 survey of the National Council of State Directors.  Responses were obtained from all 50 states for this report.  The report was authored by Stephen G. Katsinas, Professor and Director, Education Policy Center at the University of Alabama, and Janice N. Friedel, Professor, California State University-Northridge.
