The EIC of The Community College Journal of Research and Practice (CCJRP) has agreed to publish a special issue of select papers of presentations at the 2012 Council for the Study of Community Colleges (CSCC) conference in Orlando, Florida. Papers submitted for publication will be peer reviewed in 2012 and, if accepted, published in 2013.
All submissions must comply with the requirements set by the publisher, Taylor & Francis Group, the Editorial Board, and the CCJRP Editor-in-Chief, Dr. Deborah L. Floyd. Please refer to the following link for details regarding guidelines for manuscripts:

National Council of State Directors of Community Colleges Annual Survey: 2011 Report
On December 8, InsideHigerEd chronicled the work of one of CSCC's members, Stephen Katsinas. Their new report outlines the tension between state funding cuts of the Obama Administration Completion Agenda.
This collaborative project is a partnership of the Education Policy Center, the National Council of State Directors of Community Colleges, and the American Association of Community Colleges. The surveys were initiated by EPC Director Katsinas while at the University of North Texas in 2003, and transferred to UA’s Education Policy Center. An advisory panel of NCSDCC members and national experts reviews the survey instrument each year. Beginning in 2007, a special section has been included each year: Facilities (2007), State Student Aid and Tuition (2008), and Federal Issues including workers displaced by the recession, the new Pell Grant, the Dream Act, and ARRA funding (2009). In July 2009, two days after the announcement by President Obama of his American Graduation Initiative, the Domestic Policy Staff of the White House asked EPC for a copy of the 2007 report.
This dynamic partnership has resulted in very high response rates of 49, 50, and 49 state responses in each of the last three years. The survey is regularly featured in the national higher education media, including The Chronicle of Higher Education and InsideHigherEd. In 2009, a media plan was initiated resulting in mainstream press coverage as well in newspapers like the Chicago Tribune and Salt Lake Tribune. This led to an invited presentation on a panel at the Hechinger Institute on Education and the Media sponsored by Teachers’ College, Columbia University and the New York Times Foundation with American Council on Education President Molly Broad in Chicago in November 2009. In 2010, all 51 possible responses were obtained, and articles about the report appeared in Inside Higher Education, The Chronicle of Higher Education, and Education Week.

Getting Ready for College: An Implementation and Early Impacts Study of Eight Texas Developmental Summer Bridge Programs
October 13, 2011
In 2007, the Texas Higher Education Coordinating Board (THECB) funded 22 colleges to establish developmental summer bridge programs. Aimed at providing an alternative to traditional developmental education, these programs involve intensive remedial instruction in math, reading, and/or writing and college preparation content for students entering college with low basic skills. In 2009, NCPR launched an evaluation of eight developmental summer bridge programs in Texas (seven at community colleges and one at an open-admissions four-year university), the early findings of which are described in this report.
Students who participated in the study were randomly assigned to the program group or the control group. Program group students participated in the developmental summer bridge programs, while control group students received colleges’ regular services. All developmental summer bridge programs had four common features: accelerated instruction in math, reading, and/or writing; academic support; a “college knowledge” component; and the opportunity for participants to receive a $400 stipend.
The main findings of this preliminary report are:
- All eight programs in the study were implemented with reasonable fidelity to the model framed by the THECB, but they varied on some key dimensions.
- Program costs averaged about $1,300 per student but varied widely.
- Program group students did not enroll in either the fall or spring semester at significantly different rates than control group students; enrollment rates were high for both groups.
- There is evidence that the program students were more likely to pass college-level courses in math and writing in the fall semester following the summer programs. The findings also suggest that program students were more likely to attempt higher level reading, writing, and math courses compared with control group students.
Promoting Educational Opportunity: The Pell Grant Program at Community Colleges
Today the American Association of Community Colleges (AACC) released the latest quarterly policy brief titled “Promoting Educational Opportunity: The Pell Grant at Community Colleges.” The brief outlines, terms of student and community benefits, why community colleges are a sound investment.examines historical and programmatic nature of the Pell Grant program and investigate how it has come to form trends up through the 2010-2011 program year. Underlying the examination is the use and importance of the program to college students, with a focus on those attending community colleges.

A few facts of note:
The $5,550 Pell Grant in 2010–2011 accounted for just 28.9% of a student’s estimated total budget for nine months of education.
Whereas only 40% of all community college students enroll full time, nearly double that percentage of community college students receiving a Pell Grant were enrolled full time in 2009–2010.

In Loving Memory of D. Barry Lumsden
The D. Barry Lumsden Endowment
Dr. D. Barry Lumsden (November 24, 1939 - June 14, 2011)
Professor Barry Lumsden had an impressive 36-year teaching career in higher education. Dr. Lumsden graduated from Emmaus Bible College in 1961, and then earned an Associate of Arts degree in Liberal Arts in 1964 from Louisburg College. He earned a Bachelor's degree in Psychology from North Carolina State University in the fall of 1964 and a Master of Science degree in Adult and Community College Education/Sociology in 1968. He began his decades-long career in higher education after receiving his doctorate in Education from North Carolina State University in 1970. Since then he taught at Lenoir Community College, N.C. State University, the University of Florida, Virginia Commonwealth University, and the University of North Texas (27 years). He was a visiting professor at Baylor University in Texas, Harding University in Arkansas, and the University of Arkansas in Little Rock. He was also Senior Research Fellow at the University of Alabama. Most recently he held a position as a Senior Research Fellow at Texas A&M University.
Dr. Lumsden received numerous professional and teaching awards during his career. A scholarship fund has been started in his honor by two of his former students (currently faculty members) at Texas A&M University-Commerce. Professor Lumsden was Editor-in-Chief of the peer reviewed Community College Journal of Research and Practice which he founded 35 years ago. He was also Editor-in-Chief of the international peer reviewed journal Educational Gerontology which he founded 31 years ago. In 2000, he founded Christian Higher Education for which also served as Editor-in-Chief until his death.
A scholarship fund was set up in January 2011 by two of his former students (currently faculty members) in Barry’s honor at Texas A&M University-Commerce. Barry was very humbled and grateful for this honor. Upon learning that a scholarship was set up in his name he responded, “Rick, you have left me speechless. I don't know what to say. My gratitude defies adequate expression. Thank you! Thank you! thank you!”

A Message from President Katsinas: In Memory of Marybelle Keim
Dear Colleagues:
It is with profound regret that I pass along the sad news of the passing of our friend and colleague, Dr. Marybelle Keim. In addition to serving two separate terms as President of the Council for the Study of Community Colleges (CSCC)--one of only a handful of individuals to do so--Marybelle served as Historian of the CSCC for nearly two decades.
For many years, Marybelle directed Southern Illinois University's program that prepared faculty for teaching careers at community colleges across the 'Land Between the Rivers,' the beautiful Southern Illinois region. Her scholarship spanned both the student affairs and community college arenas, and included a significant and sustained interest in the study of the field of higher and community college education itself. She cared about how we come to know what we know, and this fired her interest to serve for nearly two decades as Historian of our Council. She was also part of many innovative efforts to try to help students succeed, such as the dissertation "boot camp" she ran with our colleague Janice Sandiford for a number of years.
Marybelle served our organization with dedication and distinction. Her unfailing good cheer was part and parcel of the authentic welcome she graciously gave to CSCC members, new and old, at our annual receptions at the Association for the Study of Higher Education, and our own meetings as well. Marybelle was deeply committed to the Council for the Study of Community Colleges, and considered our group her academic home. She very much appreciated the resolution of thanks our Board approved at our April, 2010 meeting, for her many years of service to our organization as Historian, President, and as a Board Member.
In recognition of her many contributions to our organization, the Keim Family graciously agreed to establish the Keim Memorial Scholarship Fund, to support graduate student travel to attend CSCC meetings. This is a most fitting way to honor Marybelle's selflessness spirit of service. Those interested in making a donation are encouraged to write a check to the Council for the Study of Community Colleges, indicated in the memo "Keim Student Scholarship Fund", and mailing to the UCLA, Graduate School of Education and Information Studies, P.O. CARBONDALE -- Marybelle Chase Rockey Keim, 77, passed away Sunday, Jan. 23, 2011, after a courageous battle with cancer.
Born July 28, 1933, in Odebolt, Iowa, to Ardythe and Kermit Chase, Marybelle graduated from college at University of Northern Iowa in 1955 and obtained a master's degree in educational psychology and guidance at University of Northern Colorado, and then a Doctorate of Philosophy in higher education at Michigan State University. She served on the faculty at Virginia Polytechnic Institute and State University (Virginia Tech), University of Missouri-Kansas City and at Southern Illinois University.
She joined Southern Illinois University in 1985 and was rapidly promoted to professor of higher education in the Department of Educational Administration and Higher Education. Throughout her long and vibrant career, she focused on programs in community college education, organization and administration of higher education and higher education graduate programs.
Dr. Keim was a scholar at heart, having served as editor of seven volumes of Directory of Graduate Preparation Programs in College Student Personnel. She published widely and was an author of more than 100 books, peer-reviewed manuscripts, monographs and reports. She lectured broadly, and was widely recognized as an expert in higher education.
An educator in both mind and spirit, she was devoted and committed to teaching. As with all teachers, she was generous with her time and was intimately involved in student development and mentorship, having served as an advisor for some 450 master's and doctoral candidates completing theses, research papers and doctoral dissertations; her students bestowed on her innumerable accolades in recognition of her many contributions to their professional development. As evidence of these contributions, she won numerous awards for excellence in teaching, including Outstanding Faculty Award, Students in Student Affairs at Southern Illinois University in 1996. She also held hundreds of local, national and international workshops devoted to teaching teachers.
Dr. Keim was also widely recognized for her academic excellence and spirit, having served on more than 50 university and college committees. Her stature in the field was fittingly recognized by her active participation and contributions to a number of national professional societies. She was a founding member of Association for the Study of Higher Education. She served as a member of the executive council for American College Personnel Association and was twice president of Council for the Study of Community Colleges, which recognized her many contributions in 2010. Additionally, she served as the council's historian for 20 years.
Marybelle loved music and played the piano, flute, and clarinet. She also loved traveling, history, reading, writing and companionship. She was preceded in death by her late husband, Dr. William Keim. Five sons, Don, Dale, Doug, Dave and Daryl; and three stepchildren, John, Carolyn and Curt as well as 15 grandchildren survive her.
In recognition of Dr. Keim's commitment to students and her career contributions to higher education, Council for the Study of Community Colleges has developed a memorial scholarship fund that will specifically support student attendance at the council's annual meeting. In lieu of flowers, memorial contributions in honor of Dr. Keim may be made to Council for the Study of Community Colleges Keim Student Scholarship Fund, UCLA<http://www.legacy.com/legacies/ucla/?personid=148094890&affiliateID=1738> Graduate School of Education and Information Studies, P.O. CALL FOR PROPOSALS—53rd Annual Conference CSCC
Attached please find a call for proposals for the upcoming CSCC annual conference planned for New Orleans, April 7-9, 2011. You will also find in this email an attachment regarding volunteer opportunities with CSCC—including volunteering to help for the upcoming conference! There are a number of ways in which you can become involved in CSCC – please take the time to fill out the form and send back to cscc@gseis.ucla.edu!
The conference theme for this year’s meeting is Putting Promise into Action: Applying Current Research to Practice. This theme builds on the push of our association to make a difference in operations on community college campuses—through the use of our research to inform practice, through the input of practitioners on what is most effective, and through advocacy of the community college national agenda. You will find a number of formats for presenting—graduate students in particular will find the poster session and roundtables to be good venues to present emerging research and lines of inquiry and to obtain feedback from other professionals.
Please note that this year we are utilizing two deadline dates for proposals. Those proposals received by the first deadline (January 12, 2011) will receive first consideration for acceptance. Proposals received by the second deadline (January 31, 2011) will also be reviewed and selected for program inclusion as space and format allows. Proposals should be submitted electronically as an attachment and sent to csccconference@gmail.com. This new policy includes a built in deadline extension, thus the latter deadline is firm and will not be extended. Plan your writing accordingly. We look forward to welcoming you at the conference next April in New Orleans!

The Community College Review (CCR) has led the nation for over 35 years in the publication of scholarly, peer-reviewed research and commentary on community colleges. CCR is seeking proposals from prospective guest editors for a special issue of CCR. Proposals are due by January 22nd, 2010. One proposal will be selected by the CCR editor in consultation with the CCR editorial board for publication in April 2011. CALL FOR BOOK REVIEW PROPOSALS: Community College Review
The Community College Review (CCR) invites reviews of current books on topics relevant to community colleges and their stakeholders. Researchers, faculty, practitioners, and advanced graduate students are welcome to submit proposals for book reviews to CCR. A proposal should consist of a brief statement about the significance of the book in question, basic information about its publisher and publication date, and a brief summary of the review author's background and reasons for interest in the book. Authors of accepted proposals will be invited to write a book review that is no more than 1,000 words in length. Reviews should include 1) a concise overview of the book’s primary themes and perspectives and 2) a critical analysis of the book’s coherence and significance that considers the book’s strengths and weaknesses, scholarly rigor, soundness of argument, fulfillment of stated objectives, and relevance to the field.

Reviews should include 1) a concise overview of the book’s primary themes and perspectives and 2) a critical analysis of the book’s coherence and significance that considers the book’s strengths and weaknesses, scholarly rigor, soundness of argument, fulfillment of stated objectives, and relevance to the field.

CSCC NAMES AWARD TO HONOR TOWNSEND
At its April 4, 2009 meeting the Board of Directors of the Council for the Study of Community Colleges (CSCC) voted unanimously to rename its Emerging Scholars Award in honor of Dr. Barbara K. Townsend. An active and long-serving member of CSCC Barbara K. Townsend is Professor of Higher Education in the College of Education at the University of Missouri-Columbia and Director of the College's Center for Community College Research. She served as President of CSCC in 1999-2000 and received the association’s Senior Scholar Award in 2001. In recognition of her many years of service to CSCC she was awarded the association’s 2009 Distinguished Service Award at its recent conference in Phoenix, AZ.
Over the years Dr. Townsend has mentored many new scholars providing them with guidance and opportunities to further their research. “I’m delighted that the CSCC Board is recognizing the amazing contribution that Barbara Townsend has made to the development of news scholars in the field of community college studies,” states Jan Ignash, Deputy Director of Policy, Planning and Research for the Washington State Higher Education Coordinating Board. “I’m one of the many who have benefited from Barbara’s mentorship. Barbara is one of those rare scholars who enjoys wrestling with the tough questions, those questions we keep coming back to because of their complexity and perennial nature. She has a ‘sixth sense’ of what quality research and writing should be and she delights in working collaboratively with and imparting that wisdom to emerging scholars.” Jaime Lester, Assistant Professor of Higher Education at George Mason University, and winner of the 2009 CSCC Emerging Scholar Award adds, “Barbara Townsend’s decades of research on gender and community college serve as the foundation for much of my research. Her dedication to establishing frameworks to judge gender equity and to giving voice to women, as well as her genuine admiration for community colleges, serves as a model. She and her work have been instrumental in my success and the success of many other community college scholars.”
Townsend’s research has focused on the community college as a major vehicle for facilitating attainment of the baccalaureate degree, with a particular focus on the experiences of women and minorities. She is the editor and author of a number of well respected books and monographs about the community college, and has published over 20 chapters and more than 40 research articles. She serves as co-editor of the NASPA-sponsored Journal about Women in Higher Education and is on the editorial board of the Community College Review and the Community College Journal of Research and Practice. Her current research focuses on the community college mission in the 21st century, transfer and articulation, and community college faculty.
Beginning in 2010 the award will be presented as the Barbara K. Townsend Emerging Scholar Award.
